Likely yes. 2000s renovations in Massachusetts triple-deckers typically addressed cosmetic and systems work — kitchen, bath, flooring, paint — without necessarily removing the original pipe insulation in basements and between floors, or the 9×9 vinyl tiles under later flooring.
